Apart from wine shops, restaurants are functional with home delivery or takeout Only. Restaurants with liquor licenses are too restricted for only food sales.

There is a significant increase of illegal alcohol sales in India since the lockdown. As high as 300% premium charged on regular prices by crooks. This also gave way to illicit liquor sold and adulteration of branded liquor. This could cause further chaos and damage.

So Alcohol shops reopening is a wise decision. But this needs proper management to enforce corona rules.
